Abstract

A model of how librarians may actually go about book selection is presented in three ways: bounded rationality, tacit knowledge, and symbolic content, It is basedon the garbage can decision process widely used in political and educational organizations, which tend to have openended goals, problematic preferences, hazy technology, and poor feedback. The proposed model is reconciled with the modern-day concept of intelligent choice.
