In this paper, the authors present the matter of crowdsourcing in the public sphere. Attempts have been made to show the nature of the changes taking place as a result of the development of technology. The increase of network connections can increase social participation by giving citizens the opportunity for real influence on decisions that are traditionally - according to Weberian's model - taken by public authorities. In this article, we have concentrated on the participatory budget as one of the manifestations of crowdsourcing at the municipality level. (English) [ABSTRACT FROM AUTHOR]
