Em busca da Inferência Válida: métodos e testes de hipóteses nos estudos legislativos brasileiros

Abstract

Resumo: A Ciência Política contemporânea teve um ponto de inflexão na construção do conhecimento sobre as realidades políticas e sociais com a publicação da obra Designing social inquiry: scientific inference in qualitative research, de King, Keohane e Verba (1994). Os autores empreendem maior sistematicidade aos desenhos de pesquisa nas diversas áreas das Ciências Sociais. E apontam a construção de inferências válidas como o objetivo principal da pesquisa científica. As discussões em torno de Designing Social Inquiry e o foco na construção de inferências válidas orientou a criação de um amplo portfólio metodológico à disposição dos cientistas políticos. Esse leque multifacetado de possibilidades inferenciais levou Rezende (2016) a cunhar o termo Pluralismo Inferencial “em que coexistem múltiplas lógicas de causação para a produção de inferências válidas” (REZENDE, 2016). Com o objetivo investigar as técnicas e os testes de hipótese mobilizados pelos pesquisadores de nossas instituições legislativas, o presente trabalho utilizou o Modelo de Engrenagens Analíticas (MEA) (REZENDE, 2015) para consubstanciar o diagnóstico. Os achados apontam que há espaço para incremento metodológico da área dos estudos legislativos no Brasil, especialmente no que se refere: à integração entre as metodologias quantitativas e qualitativas, as estratégias de identificação e discussões mais aprofundadas sobre o viés de seleção.Abstract: A contemporary political science had a turning point in the construction of the knowledge on the political and social realities with the publication of the work Project of Social Inquiry: Scientific Inference in Qualitative Research of the King, Keohane and Verba (1994). The authors undertake a greater systematization of research designs in the various areas of social sciences. And they point to the construction of valid inferences as the main objective of scientific research. As discussions around Designing Social Inquiry and the focus on constructing valid inferences guiding the creation of a broad methodological map at the disposal of political scientists. This is the case of multiple faculties of reaction testing (2016) which coined the term Inferential Pluralism “in which multiple causation logics coexist for the production of valid inferences” (REZENDE, 2016). The objective of this study was to investigate the techniques and hypothesis tests mobilized by the researchers of our legislative institutions, the present work using the Analytical Steering Framework (MEA) (Rezende, 2015) for the consubstantial diagnosis. The findings indicate that there is room for methodological enhancement in the field of non-Brazilian legislative studies, especially not referring to: the integration between quantitative and qualitative methodologies, as a strategy for identification and more in-depth discussions on the selection bias.
