Abstract
It is shown that operability-safety inputs should include the following considerations: (1) design optimizing features to avoid sacrificing reliability; (2) reliable utilities; (3) process design refinements to improve ″on-stream″ time (incidentally with attendant savings in operations and maintenance expenses); (4) recognition in the design of the most recurrent operating problems; (5) simple instrument control philosophy concepts; (6) analysis of mechanical failures including inspection controls; (7) process dynamics; (8) training and preparation for startup and operation.
