Abstract

The Department of Defense (DoD) confronts formidable challenges in modernizing maritime logistics and supply chain IT systems essential for military readiness and national security. Transformation efforts must navigate complex interagency coordination, cybersecurity risks, and operational demands across multi-domain environments. This qualitative study, drawing insights from seasoned former logistics officers, examines best practices for mitigating risks inherent in such initiatives. Key strategies include integrating robust risk management frameworks, enhancing cybersecurity, ensuring interoperability, and employing advanced analytics to inform decision-making. The research underscores the value of continuous stakeholder engagement, regulatory compliance, scenario planning, and the adoption of emerging technologies such as artificial intelligence to improve resilience and efficiency. By addressing the prevalent failure rates of digital transformation projects, these recommendations offer a pragmatic roadmap for building agile, modern logistics systems. The findings hold critical implications for the DoD’s capacity to respond rapidly to crises, safeguard national security interests, and support humanitarian operations.
