Abstract

The Papuan conflict began in 1961 when the Dutch wanted to form the state of West Papua. The distorting of facts from some Papuan figures against the New York agreement of 1963, made the milestone of the birth of separatist ideas to secede from the Republic of Indonesia. Unresolved cases of human rights violations, and increasing feeling marginalized and discriminated among Papuans add to the long line of problems in Papua to date. The problem of welfare and security stability in Papua has not been resolved well enough, although the government has made various efforts by involving all relevant stakeholders. Especially when the government changed the label of KKB Papua to a Papuan Separatist terrorism group (KSTP), making security stability in Papua more dynamic. On the one hand, the Papuan people have not been formed and built to form an area defense that causes obstacles for TNI/Polri units in handling these KSTP cases, so there is a need for an integrated territorial operation that can involve all relevant stakeholders in Papua. The purpose of this study is to determine the involvement of Papuan figures, territorial development strategies and indicators of the success of territorial operations in order to improve welfare and security stability in Papua. The method used in this study uses phenomenological qualitative research methods to uncover a phenomenon based on the consciousness of several individuals. The results of this study can be concluded that there is a need for a policy to appoint all Papuan figures as ambassadors/cadres who can collaborate with the government in improving welfare and maintaining security stability in Papua. So that territorial operations carried out by the TNI will continue to be based on local culture or wisdom in Papua itself.
