Abstract

Despite significant global investments in mobile government projects, the adoption of these services has been unsatisfactory, with low user acceptance levels reported by governments. Given the crucial role of user acceptance in the success of m-government, researchers specializing in this field should investigate the factors that influence users' willingness to use these services. This study aims to address this issue in the Republic of Kosovo context. In the study, the reasons for using the Mobile Document Management System (mDMS) were also investigated. The research gathers information from government officials in the Republic of Kosovo through structured questionnaires, and empirically tests the factors that influence the intention to use Mobile Government (m-Government) systems in Kosovo, by amalgamating two models: TAM& DOI, with the incorporation of two new constructs, namely Trustworthiness, and Image. The results have revealed that Perceived Usefulness and Observability were the sole factors that might influence the willingness of the Kosovars to use m-Government andthe mDMS.
