Abstract
The study found that in Chile border vision predominates as the territorial limit, limited to an action/particularly defensive or extractive economy vision, action/vision limited to public policy in the context of globalization, despite administrative change is centralized. Thus, the end regions asymmetric enter a collective discussion with their peers nationwide in a complex disadvantage.
