Abstract

Depuis 1972 la Société pour l’Expansion et la Modernisation de la Riziculture de Yagoua a pour objectif de développer la production rizicole en pays massa afin d’approvisionner le marché du Cameroun et de réduire les importations. Plusieurs facteurs s’opposent au succès de l’opération : éloignement des centres urbains du sud dans lesquels la demande est localisée, faible prix du riz importé et absence de protection de la production locale, culture intensive du paddy (double récolte annuelle), et non prise en compte du système de production massa dans ses diverses composantes (culture du sorgho, élevage, pêche, activités artisanales). Alors que le sorgho rouge est une culture sacralisée et constitue la base de l’alimentation, la SEMRY interdit sur les périmètres irrigués toute autre production que le paddy. Après bientôt trente ans l’opération de développement est passée d’un modèle intensif à fort encadrement à une situation de libéralisation de la filière (fin du monopole d’achat et de la transformation artisanale du paddy). Bien que conçue après de nombreuses expériences similaires (Office du Niger au Mali, SAED au Sénégal, etc.) la SEMRY n’a, semble-t-il, tiré aucune leçon du passé.Since 1972 the aim of the Society for the Expansion and Modernisation of Rice-growing in Yagoua (SEMRY) has been to develop rice production in Massa country in order to supply the Cameroon market and reduce imports. Several factors stand in the way of the success of the task : the remoteness of the southern urban centres in which demand is localised; the low price of imported rice and the lack of protection of local production ; the intensive cultivation of paddy (biannual harvests) and the failure to take into consideration the various components of the Massa system of production (sorghum cultivation, breeding, fishing, craft activities). While the cultivation of red sorghum is regarded as sacred and represents the staple diet, the SEMRY has banned all food production other than paddy in its irrigated areas. After almost thirty years the development project has undergone a change from being a well-supervised model of an intensive nature to a situation of liberalization of the domaine (the purchasing monopoly and the manual transformation of paddy coming to an end). Although created in the wake of numerous similar experiments (the Niger Office in Mali, the SAED in Senegal, etc.), the SEMRY has, it appears, drawn no lesson from the past.
