Abstract

Examines the process of creating a framework within which analysis and plan or programme formulation can take place, and concentrates on the technical study period during which projects and programmes are created. It is assumed that the study is for a specific development project involving low-income housing and related facilities. As case-study is presented to illustrate the process - namely, the Regional Cities Programme in the Philippines. -after Author
