Abstract

A necessidade e a possibilidade das decisões coletivas no processo político no interior de sociedades complexas são examinadas tendo em vista a questão da legitimidade dos governos democráticos. Analisa-se, com base nos três autores, a questão do desenho institucional mais adequado ao exercício da deliberação.The need and the possibility of collective decisions in the political process inside complex societies are examined regarding the question of legitimacy of democratic governments. The related question of the institutional design is analyzed with reference to the three authors.
