Abstract
Higher education has functions to help society to have very high abilities thus they can understand the obstacles along with the globalization and global economy, which can be used to welfare nation and developing country. Objective nation condition, global challenge and challenge of technology information, makes higher education in Indonesia is in very high depression, developing higher education, particularly in this globalization era nowadays, hope to the dynamic external environment of higher education that is very influence by market economy. The opposite, role and position of higher education can also influence market dynamic especially in relation with the development of Human Resources and knowledge and technology. External environment of this higher education is strategic environment where competency continuously occurs and unstoppable or stopped. Therefore higher education needs new concept that can reached service excellence in order able to maintain college students to gain value along with their participation in education of higher education. Thus as it should be higher education present balance with good quality thus has competitive advantage. Openness to interact with various strategic support is a basic character that is very important and as the means to move fastly and also as means to develop competitive advantage.
