Abstract
The 2006 Organic Law of Education (LOE), establishes in its article 46 that the content definition of the higher artistic education, as well as its evaluation, will be made in the context of the European framework. In this way, 631/2010 Royal Decree regulates the basic content of the higher artistic education of Music, indicating in its article 2.2 that the Educational Administrations will favor the pedagogical, organizational and management autonomy of the Higher Conservatories of Music, in order to guarantee the fulfillment of their functions as educational centres of the European Higher Education Area (EHEA). On the other hand, the High Council for Artistic Education (CSEA) emitted in 2011 the “Annual report on the state and situation of Artistic Education”, in which they emphasized the organization problems and operation of these higher educational centres. Likewise, the need to provide these institutions with both a new regulation and a strategic plan –nonexistent to date– with which to achieve the full development of the European Higher Education Area was highlighted. In view of the above, the present article will propose a strategic planning applicable to Higher Conservatories of Music, which will allow improving the provision of higher artistic education service in the European context. We will use the Balanced Scorecard as a tool that addresses most of the perspectives in relation to the issue.
