IMPLEMENTASI PERPRES NO 80 TAHUN 2017 TENTANG BPOM (STUDI SISTEM PENANGGULANGAN PEREDARAN OBAT-OBATAN ILEGAL DI BALAI POM KENDARI)

Abstract

Abstrack This qualitative study aims to determine the implementation of Presidential Regulation No.80 of 2017 regarding the duties and authorities of BPOM in tackling the circulation of illegal drugs. This research is a typology of empirical normative research that is oriented towards primary and secondary data research (Research results and literature). The results of this study indicate that: First, the regulation number 80 of 2017 concerning the system for controlling the circulation of illegal drugs includes the duties and authorities in Article 2 and 4 carried out in accordance with existing provisions although there are still weaknesses in the rules and those who implement the rules. Based on this, the basic weakness so that illegal drug circulation still occurs is due to weak regulation regulations and the lack of Human resousces facilities and legal awareness from the community itself even though efforts have been made to overcome it before and after something happens (Prevenive and repressive). Such as socialization, education, building cooperation with related agencies and taking action in the form of administrative and criminal sanctions. Second, the solution that can be given is to stratengthen BPOM regulations to the level of the law, build basid training to form human resources in the required experts and provide education to the public through technology that is easily accessible anywhere and anytime with the BPOM check application to make people who are smart in using and using medicinal products.
