Abstract

This paper analyzes the capacities of transparency in local governments through the inclusion of citizens in the execution of the Municipal Social Infrastructure Fund. Through a qualitative research methodology, the mechanisms implemented by the municipal government of Villa de Reyes in San Luis Potosí-Mexico are explored to guarantee citizen participation in public issues. The analysis of the responses derived from the measurement instrument has allowed us to reach the conclusion that involving citizens in the political issues in local governments, even if only in certain dimensions, constitutes an emblematic challenge, mainly in times of change.
