Abstract

One of the most important components in ensuring the health care access and quality is human resources (HR). Currently, state authorities pay much attention to the issue of personnel shortages. In this report, the authors analyze HR in healthcare system, the main issues in HR management and personnel policy in health care, as well as propose a comprehensive model for attract-ing and retaining specialists. Only intensive interagency cooperation between executive authorities and educational institutions of higher and secondary vocational education, introduction of innovative personnel technologies and an integrated approach to at-tracting and retaining specialists will be able to eliminate the existing shortage and imbalance of personnel in healthcare system.
