Abstract

Law of the Republic of Indonesia Number 36 of 2009 on Health, mandates that every person has the same right to gain access to resources in the health sector. However, the condition of healthcare in Indonesia, especially in underdeveloped, border and island areas is still limited, and yet there is an integrated healthcare system in Indonesia that use high technology such as telemedicine satellite. How telemedicine development policy in Indonesia towards the integration of the health care system independently. By conducting benchmarking on the global telemedicine system as a learning materials, the result that the development of telemedicine systems in Indonesia requires, among others: human resources professional, dedicated, committed, and ethical; hardware and software in the telemedicine system must be reliable; the seriousness of all parties involved in the development of telemedicine systems; collaboration of several national institutions / agencies involved in the development of an integrated telemedicine system; explicit policies and regulations to regulate the implementation of telemedicine, including data security and ethical practice; and the political will of the government and legislative.
