Too much monitoring, not enough evaluation: goals and strategies of a state education plan

Abstract

The national, state and municipal education plans were on the education agenda between 2009 and 2015. This article proposes reflections on the monitoring and evaluation of the goals and strategies of curricular and evaluative policies, which are expressed in the two monitoring reports, published respectively in May 2018 and August 2020, of the Santa Catarina State Education Plan 2015-2024 (PEE-SC) approved by Law No. 16,794 of December 14, 2015. This is a survey with public and official data that received treatment guided by document analysis, using quantitative data to provide subsidies for qualitative analyses. The evident mismatch between the volume of data generated by the monitoring and the decision-making resulting from the evaluation of these data makes it possible to affirm that the state and national plans respond more to formal requirements than to guide concrete actions.
