ANÁLISE DAS COMPRAS PÚBLICAS SUSTENTÁVEIS NA SECRETARIA DO MEIO AMBIENTE DO ESTADO DE SÃO PAULO

Abstract

Este trabalho possui o objetivo de analisar a implantação e a operação das compras públicas sustentáveis na Secretaria do Meio Ambiente (SMA) do estado de São Paulo. Nas licitações sustentáveis se incluem critérios socioambientais nos editais. Foi realizada uma pesquisa exploratória e descritiva com uma abordagem qualitativa das compras públicas sustentáveis na SMA. Foram analisados documentos, registros de arquivos e entrevistas. O estado de São Paulo é um dos mais organizados em termos de licitações sustentáveis, e a SMA concentra informações tanto em termos estaduais quanto em termos da própria secretaria. No estado de São Paulo, considera-se licitação sustentável o produto ou o serviço que possua o selo Socioambiental e/ou edital que inclua critérios socioambientais. A análise evidenciou os esforços da SMA em realizar compras públicas sustentáveis, no entanto foram identificados alguns problemas quanto a sua efetiva contribuição socioambiental. Destaca-se que não existe uma classificação das licitações sustentáveis (considera-se a inclusão de qualquer critério sustentável) e que não há uma profissionalização (ausência de padronização e de pesquisas).
