Abstract
The Trump administration has injected a level of chaos into international economic relations. It is worthwhile for policymakers and scholars to try to imagine a rebuilding project for what comes next, focused around a problem that is not going anywhere: the climate crisis. This article analyzes why a domestic and international response focused on industrial policy (rather than carbon pricing) remains the most viable politically and substantively, and what macroeconomic and distributional strategies can be complementary.
