Abstract

Contexto: En los últimos treinta años, el sector de la educación superior en Ecuador ha atravesado profundas transformaciones normativas, estructurales y pedagógicas, orientadas a superar los efectos de la mercantilización del sistema y a garantizar mayor calidad, cobertura y pertinencia frente a los desafíos del desarrollo nacional.  Objetivo: Este estudio busca comprender los avances y desafíos del sistema universitario ecuatoriano en el periodo 1993–2023, a partir de las reformas implementadas y su impacto en la calidad, pertinencia e inclusión. Método: Se empleó un enfoque cualitativo de tipo interpretativo y exploratorio, con perspectiva fenomenológica. La investigación combinó la revisión documental de fuentes oficiales y académicas con entrevistas semiestructuradas a diez actores clave del sistema universitario. El análisis fue realizado mediante codificación temática, asistida por software especializado. Resultados: Se identificaron avances significativos tras la promulgación de la Constitución de 2008 y la Ley Orgánica de Educación Superior, en especial en los procesos de aseguramiento de la calidad. Sin embargo, persisten tensiones estructurales como la desigualdad en el acceso, el desajuste entre la oferta educativa y el mercado laboral, la limitada sostenibilidad investigativa y los desafíos derivados de la transformación digital tras la pandemia.Conclusiones: La evolución del sistema ha oscilado entre lógicas de expansión, regulación y estandarización, sin resolver plenamente las brechas históricas. La mejora de la educación superior requiere políticas diferenciadas, enfoques integradores y un diálogo constante con los actores del sistema.Higher education in Ecuador has undergone significant transformations over the past three decades, within a context shaped by regulatory changes, social demands, expanded access, and technological advancement. This qualitative study is based on the analysis of official documents, academic literature, and interviews with key actors in the educational system. The findings reveal notable progress in terms of access, faculty professionalization, institutional evaluation, and scientific production. However, structural challenges remain, such as the disconnect between academic offerings and labor market needs, the commodification of graduate education, limited university-society engagement, and technological gaps. The COVID-19 pandemic exposed these inequalities and accelerated the digitalization of teaching, fostering new pedagogical methods and hybrid learning models. Regionally, Ecuador shares similarities with other Latin American countries in their efforts to democratize access, though it faces common challenges in quality, relevance, and equity. The study concludes that it is essential to consolidate an inclusive, flexible, and ethical educational model that reinforces the critical role of the university and contributes to sustainable development, social transformation, and the training of citizens capable of addressing the challenges of the twenty-first century.
