Abstract
This paper explores the design and impact on public finances of a global investment plan directed at supporting post-COVID19 reconstruction efforts by investing in climate change mitigation. We analyse the cases of France, Italy and Spain- the EU countries that have suffered the most severe consequences of the global pandemic- by simulating various growth scenarios and observing the impact on debt sustainability of a implementing a plan of economic stimulus oriented towards climate change mitigation.
