This text presents a non-experimental, descriptive approach to the internationalization of higher education in Mexico, through documentary research. It uses the concepts of comprehensive internationalization and internationalization at home as a conceptual framework. It was found that internationalization presents an early stage of development that focuses almost exclusively on mobility and, requires intervention both at the institutional and public policy level to move towards the comprehensive internationalization approach. State policies are required that decouple internationalization from the country's political changes and their ruptures and discontinuities. The possibility of influencing the knowledge of Spanish-American and Mexican culture and the development of knowledge from other epistemologies is accentuated, as well as the contribution to the educational integration of Latin America.
