Abstract

This paper examines the goals, issues and role of primary education in determining human capital formation, growth and functionality. It also highlights the vital role of teachers in developing pupils' learning capacities and trends in academic achievement and standards; and contributes to the understanding of policies in order to foster stakeholders' commitment to human capital development and ensure relevance to socioeconomic advancement of the society.
