Entre a guerra e a paz : Unidades de Polícia Pacificadora e gestão dos territórios de favela no Rio de Janeiro

Abstract

The article Between ‘War’ and ‘Peace’: Pacification Police Units and Territorial Management of Rio de Janeiro Favelas examines the modes of construction and management of the “favela problem” in Rio de Ja- neiro, drawing on the state program for favela pacifica- tion, represented by the Pacification Police Units (UPPs). It is argued that the devices and agencies engaged in the favelas within the scope of “pacification” constitute a deviation in the forms of management of the lives and conflicts in these locations that, although overlapping some aspects of the public security policies practiced in these places since the 1980s, does not entirely break away from the notion of “war” mobilized by such policy, and rather just shifts its field of engagement.
