Civic technologies in interface between law and artificial intelligence: Operation Serenade of Love for trick or treat?

Abstract

This paper aims to demonstrate the intersection between the concepts of the right to access to public information, electronic government and public transparency as necessary inputs to establish an active citizenship capable of actively exercising social control. In order to do so, it analyzes the case “Operation Serenade of Love”, which promoted the use of civic technologies, notably artificial intelligence, to bring to light information that is publicly disclosed, but hidden from the general public, regarding the use of quota for Parlamentear Activity Exercise. We hope to demonstrate, in this specific case study, that it is not enough to make the information available, but to operate social control of the public things in a much more effective way, it is important to align the potential of e-government with intelligence resources dissemination and also strategic programming.
