Estado e industrialização no Brasil

Abstract

RESUMO Da década de 1950 até o final da década de 1970, o Estado desempenhou um papel ativo na estruturação e consolidação do setor industrial no Brasil. No entanto, o alto grau e caráter permanente de proteção ao mercado interno, aliado ao insuficiente desenvolvimento científico e tecnológico, produziu uma indústria amplamente ineficiente, tecnologicamente atrasada e pouco competitiva internacionalmente. Conseguiu vender para o exterior porque o sistema de promoção das exportações de manufaturas compensou o viés antiexportação do sistema de proteção. Esses problemas se agravaram na década de 1980, quando o Estado não só deixou de orientar o desenvolvimento industrial como começou a retardá-lo.ABSTRACT From the 1950s until the end of the 1970s, the state played an active role in structuring and consolidating the industrial sector in Brazil. However, the high degree and permanent nature of protection for the domestic market, together with insufficient scientific and technological development, produced a largely inefficient, technologically backward and internationally uncompetitive industry. It was able to sell abroad because the system of promotion for exports of manufactures offset the anti-export bias of the protection system. These problems were aggravated in the 1980s, when the state not only stopped orienting industrial development but actually began retarding it.
