Abstract

One of the vital reforms of the period concerned diplomatic practice and the this study examines the establishment of the first permanent Ottoman-Turkish embassy to London and the work of Mahmud Raif Efendi, the chief secretary of Yusuf Agah Efehdi, the first permanent ambassador to London embassy (1793-1797)1.
