Abstract

This article examines the critical role of community engagement in public policy development in Kenya, advocating for inclusive governance. It explores the complex interplay between community engagement, public policy, and governance, highlighting the constitutional and legislative framework supporting public participation in Kenya. The article analyzes various models of community engagement, including participatory governance through devolution, collaborative approaches involving diverse stakeholders, and the use of technology and digital platforms. It delves into the significant challenges hindering effective community engagement, such as political and institutional barriers, cultural and socioeconomic factors, lack of trust and accountability, and infrastructural and technological limitations. The article further investigates the positive impact of robust community engagement on policy outcomes, including enhanced policy relevance and effectiveness, increased social cohesion and empowerment, and greater sustainability and long-term impact. Finally, it proposes future directions for strengthening community engagement in Kenya, emphasizing the need for political will, institutional capacity building, addressing inequalities, leveraging technology, and fostering community empowerment. Prioritizing community engagement is essential for building a more inclusive, equitable, and democratic society in Kenya, where policy decisions reflect the needs and aspirations of all citizens.
