Abstract

This paper deals with two main issues. First, it takes up a critical stance on the bid to modernize the higher education by resorting to the means provided by the open and distance learning. Then it goes back over the difficulties the implementation of this type of learning encounters within the university environment. Leaving aside the techno-pedagogical aspects so often referred to in order to explain these difficulties, we will focus on the political and economic orientations of the institutions, a factor that influenced a lot both the structures and the implementation strategies of the ODL in the universities. To support this idea, we will appeal to the results obtained in examining the « e-miage » consortium and the ODL system of the University of Picardie. ©2007 Lavoisier, Paris.
