Verem Mücadelesinde Sosyal Yardım Kurumları

Abstract

Ülkemizde verem hastalığıyla mücadele bir sivil toplum kuruluşu olan verem savaş dernekleri ile başlamıştır. Bu amaçla ilk kurulan dernek Veremle Mücadele Osmanlı Cemiyeti’dir. Cumhuriyetin kuruluşundan sonra bu derneği İzmir, İstanbul, Ankara, Denizli gibi büyük şehirlerde kurulan verem savaş dernekleri izlemiştir. Verem mücadelesi ağırlıklı olarak bu dernekler, verem savaş dispanserleri (VSD) ve sanatoryumlar üzerinden yürütülmüştür. Ülkemizde 40’lı yılların ikinci yarısında Sağlık ve Sosyal Yardım Bakanlığı Verem Savaş Genel Müdürlüğü’nü kurmuş, çok sayıda dispanser ve sanatoryumu açarak hastalıkla aktif savaşı başlatmıştır. Hastalığın tedavisinin yanı sıra sosyoekonomik güçlüklerle mücadele edebilmek için dernekler içerisinde sosyal yardım komitelerinin yapılanması kaçınılmaz olmuştur.  Bu çalışmada verem savaşında görev alan sivil toplum kuruluşları olan derneklerin ve tıp tarihi içinde bir miktar ihmal edilen sosyal komitelerin tarihi, Ankara Verem Savaş Derneği ve ona bağlı dispanserler örneği üzerinden incelenmiştir.In our country, fight against tuberculosis started with tuberculosis associations that are non-governmental organizations. The first of them based on this aim was ‘Community of Ottoman at Tuberculosis Fight ’. After the foundation of Republic, other Associations had been built in grand cities like İzmir, İstanbul, Ankara, Denizli. With the support of the government, fight against tuberculosis went through with these associations, dispensaries, and sanatoriums. At the second half of 1940’s in which tuberculosis widespread among Turkey, Health and Social Aid Ministry founded Tuberculosis Fight General Directorate and established many dispensaries and sanatoriums and started an active fight. Besides the treatment of the disease, in order to combat socioeconomic difficulties, the social assistance committees with the associations became inevitable. In this study, history of associations, which are non-governmental organizations involving in tuberculosis fight and the neglected social committees within the history of medicine, have been examined through the example of Ankara Tuberculosis Association and its dispensaries.
