Abstract
The progress of a country depends on the efficiency of human resources. Quality human resources come from excellent education. However, social problems that occur among students are an obstacle to the production of quality human resources. Bullying is a social problem that occurs in schools. The effects of bullying affect the self-efficacy, self-assertiveness and self-esteem of victims of bullying. The objective of this study was to determine the analysis of the need for module development to help counseling teachers address the issue of victims of bullying. The sample of the study involved in this needs analysis is a total of 12 people consisting of certified guidance and counseling teachers, discipline teachers, State Education Department Officers (Student Affairs Unit), District Education Office, Officers and Lecturers of the Institute of Teacher Studies. Data collection through a questionnaire that has been modified from the research instrument questionnaire conducted by Mahmud (2017) based on the constructs that have been identified that are the variables of self-efficacy, self-assertiveness and self-esteem. Analysis using fuzzy Delphi method on five themes. Findings of the analysis have found that general perceptions of bullying planning programs, views on high school students, the need for bullying prevention guidance programs, the level of impact of student involvement on bullying prevention programs and the need for structured bullying prevention programs obtained 100% expert consensus percentage. The threshold value (d) for the first theme shows 0.105, the second theme is 0.153. Next, the threshold value (d) for the third theme is 0.150. While for the fourth and fifth themes, both got a threshold value of (d) 0.151. These five themes have also gained a high level of expert consensus based on scores ranging between 0.00-1.00 quartiles. These findings are expected to help build a quality and standard bullying module that can be used by all counseling teachers. Follow-up study recommendations should develop modules based on self-esteem, self-efficacy, and self-assertiveness in the adolescent population.
