Decentralisation of Nursing Council of Kenya services

Abstract

This paper describes the process by which the Nursing Council of Kenya decentralised selected regulatory functions into four zonal offices. With expertise and support from key stakeholders, Nursing Council of Kenya mobilised resources, trained and deployed zonal coordinators, equipped facilities with the necessary resources for launching of services, and created tools for information dissemination and future department evaluations. The Nursing Council of Kenya's step-wise functional approach to decentralisation enabled regulatory activities to commence despite finite resources, budgetary constraints, and institutional challenges. This approach will be evaluated for its impact on efficiency of service delivery and potential increased availability of nursing cadres at their institutions.
