Breaking the Communication Barrier: Peran Analis Kebijakan di Lembaga Ilmu Pengetahuan Indonesia

Abstract

A classic problem of public policy is an inaccurate formulated policy. One of the main causes is the disruption in communication which creates ineffective dissemination of information from the government to policy maker and vice versa. The impact is a degrading quality of the policy itself as well as dissatisfaction of the public towards policy maker. Generally, policy analyst is a cluster of relatively new position in Indonesia’s civil servant. In Indonesia Institute of Science, this infant position would bridge the officials in making better policies. This article analyses the history, obligations, roles and responsibilities of policy analyst as one of the solutions to the problem previously mentioned. The methods use is descriptive qualitative utilizing literature studies of textbooks and scientific journals and observing the media which examined through public policy theories. The result shows that policy analyst is essential to achieve LIPI’s goal and purposes in the future. Hopefully, this research would be beneficial for the government to formulate the essence of policy analyst as well as revealing information to general public on the importance of policy analyst.
