Abstract
The reforms implemented by federal governments in recent years in Brazil materialize a movement contrary to the process of universalization of public policies and social rights, such as the High School Reform, legitimized in Law 13.415/2017, which changed the curricular structure of this stage of education. We understand this reform in the movement of public educational policies, as an instrument to face the current forms of expression of the social question, marked by the clashes of class interests and the intensification of social inequalities. We aim to draw the thread of the historicity of high school in Brazil and discuss the concept of public policies, focusing on educational policies and school curriculum, showing how it works in the dissimulation of inequalities generated by the capital-work relationship. For this, we analyze the laws that deal with education in the country and dialogue with theorists who discuss public policies, on curriculum and on the history of education. It can be anticipated that the “Reform” of Secondary Education works in the sense of “counter-reform”, considering that it changes what was previously established in terms of educational policies and materializes a universalization of secondary education without social quality.
