Abstract

In Chile, concepts such as development and economic growth have a social emphasis that hides the wounds of a successful production-reproduction model of subsidized housing, been an effective vehicle in overcoming the urban quality deficit. Taking into account the metropolitan cases of Santiago and Valparaíso, the paper proposes to discuss development and economic growth as categories, considering the public-private initiatives’ resulting landscape. These initiatives, base part of their strength, on the political emphasis to generate spatial sustainability of the intervened areas, in order to alleviate, at least in the discourse, the specific deficits in facilities that characterized the subsidized housing complexes. Thereby, they provide the provision, not only of the minimum standards of quality goods and services, but they also ensure effective access and welfare to the most varied social classes, within the population. Applying the Kernel density estimation, within the subsidized residential landscape, tested the vigorous presence of public services—health and education—and private services such as local commerce. This aspect is discussed and projected towards the end of the work.
