ADAPTIVE REUSE AND MANAGEMENT OF URBAN VOIDS IN MONUMENTAL AREAS: URBAN RESILIENCE IN THE FACE OF CLIMATE CHANGE

Abstract

Climate change represents a constant threat that affects both the physical integrity and the cultural and economic value of monumental areas, as in the case of the city of Chiclayo, whose formation had roots in the indigenous settlements made up of the encomiendas of Cinto, Collique and San Miguel de Farcapuna. This territory has always been closely linked to its monumental zone, where the first public facilities were installed, such as the main church, cloisters, cemeteries, huacas and town hall. The monumental zone, declared in 1989, currently houses 243 buildings, which include empty lots, historical monuments and monumental urban environments. Currently, these spaces are underused or abandoned, becoming highly vulnerable to extreme weather phenomena, such as the intense rains associated with the El Niño phenomenon. In order to address this situation, the current cataloging of urban voids, historical monuments and monumental urban environments in the study area was carried out, through the use of geographic information systems (GIS), orthophotographs, interviews with experts, documentary analysis, observation. In addition, strategies grouped into five areas were defined: environmental sustainability, citizen participation, technology, tourism and management policies, to strengthen urban resilience and sustainability in this context. The proposal of a functional and sustainable monumental scenario based on the adaptive reuse of heritage buildings and management strategies for urban voids which will be used as temporary spaces for urban resilience, through the integration of existing resources, the identification of local opportunities and the implementation of good practices.
