This paper measures the permanent and transitory components of poverty in the Brazilian states. For this, the model proposed in Jalan & Ravallion (1998) was used as theoretical support for the poverty components. The empirical strategy adopted follows the Empirical Modes Decomposition method (EMD) proposed by Huang et al. (1998). The results of the decomposition of poverty show that individuals experiencing poverty in a transitory way are a small part of the total, with chronic poverty being proportionally higher in all the Brazilian states. Such result may guide with greater efficiency policies to reduce poverty.
