Afet ve İklim Değişikliği Protokolleriyle Kentsel Direncin İncelenmesi: Adana Örneği

Abstract

Çevresel, sosyoekonomik, mekânsal ve yönetimsel alanlarda kentsel direnci teşvik etmek, araştırmacıların ve yerel otoritelerin giderek daha fazla ilgisini çekmektedir. Bu makalede amaç, kentsel direnç hakkında sistematik bir bakış açısı ve yöntem oluşturarak, alan çalışması üzerinde Adana kentsel direnci hakkında bölgeyi değerlendirip öneriler sunmaktır. Bu amaç doğrultusunda çalışmada içerik analizi ve olay çalışması yöntemi kullanılmıştır. Öncelikle kentsel direnç hakkındaki literatür ile iklim değişikliği ve doğal afetler kapsamındaki protokoller incelenmiş, bu ara kesitte kentin dirençliliği hususundaki kriterler derlenmiştir. Belirlenen kriterler iklim protokolleri kapsamında ele alınmıştır. Buradan elde edilen kriterlerle çalışmanın özgün yönünü oluşturan yöntem ile Adana üzerinde alan değerlendirmesi yapılmıştır. Faaliyet raporları, stratejik planlar ve IRAP üzerinden yapılan değerlendirme sonucunda olası afet durumunda kentin direncinin yüksek olması adına stratejik önerilerde bulunulmuştur. Literatürde kentsel direnci ele alan çalışmalar bulunmakla birlikte konunun öneminin giderek arttığı da bilinmektedir. Bu çalışma ise gelecekte kentsel direnç ile ilgili bütüncül çalışmaların geliştirilmesi ve kentsel direnci arttırmak için etkili önlemlerin belirlenmesi konusunda ışık tutacaktır.Promoting urban resilience in the environmental, socioeconomic, spatial and managerial domains is of increasing interest to researchers and local authorities. The aim of this paper is to provide a systematic perspective and methodology on urban resilience, and to evaluate and provide recommendations on Adana urban resilience based on a field study. For this purpose, content analysis and case study methodology were used in the study. First of all, the literature on urban resilience and the protocols on climate change and natural disasters were examined, and the criteria for the resilience of the city were compiled in this intersection. The identified criteria were addressed within the scope of climate protocols. With the criteria obtained from here, a field assessment was made on Adana with the method that constitutes the unique aspect of the study. As a result of the evaluation made through activity reports, strategic plans and IRAP, strategic recommendations were made in order to ensure high resilience of the city in case of a possible disaster. Although there are studies on urban resilience in the literature, it is also known that the importance of the subject is increasing. This study will shed light on the development of holistic studies on urban resilience in the future and the identification of effective measures to increase urban resilience.
