The Effects of the Four Major Rivers Restoration Project on Regional Economy

Abstract

1. 서 론 4대강 살리기 사업(이하 4대강 사업)은 그간 산업화과 정에서 오염되고 훼손된 대하천의 본질적 기능을 회복하 고, 하천을 복합문화공간으로 정비하려는 목적에서 추진 된 사업이다. 4대강 사업은 단일 목적으로 추진되어 온 전통적인 하천사업과는 달리 기후변화 대응, 지역균형발 전 및 녹색성장이라는 복합적인 목적을 갖고 추진되는 사업이다. 국민적 관심이 집중된 사업인 만큼 사업의 단 기적인 그리고 장기적인 성과에 대한 객관적 평가체계를 갖추고 관리를 하면서 적절한 모니터링을 해야 한다. 2012년 11월 5일 현재 4대강 사업은 대부분 마무리 단계로 보 건설이 완료되어 정상적으로 운영되고 있다. 국토해양부 예산 15.4조원에 대한 공정률은 99%로, 2010년 말 보 개방 이후 11월 초까지의 보 방문객 수는 1,300만명이며 자전거 도로 종주 인증은 5만 5천 건에 달한다. 4대강 사업의 경제적 효과 중 지역경제 활성화 는 4대강 사업비를 투입함으로써 4대강 사업이 수행되 는 기간 동안에 지역의 일자리를 증대시키고 지역소득 의 창출로 지역의 경제를 활성화시키는 효과를 말한다. 수질개선, 홍수방지, 수변공간 조성 등은 4대강 사업이 어느 정도 완료된 이후부터 나타나는 효과이지만, 일자리 Abstract The 4 major rivers restoration project (4RRP) requires the government to invest a lot of money. Regional economic effect is one of the main purposes of implementing the 4RRP. This paper attempts to measure the regional economic effects, focusing on regional employment-inducing effect and regional income-inducing effect. Regional employment-inducing effect is computed by excluding indirect effect and directly investigating the amount of employment. To this end, marginal propensity to consume, household consumption, household income should be derived. We used working day data and government expenditure multiplier to measure local employment creation and income generation. As a result, the project creates 46,628 employments from 2009 to 25 August 2011 and generates 25 trillion won regional income for three years.
