Graphical abstract Abstract Communication is an important part of human interaction in daily life, and the mobile communication system offers ease of use and efficiency. Mobile communication technology has now entered the 4G technology phase with the implementation of LTE technology on the network. The challenges of services faced, available networks do not provide optimal services to users. One of the problems is the existence of a blank spot area. This study used the Cost-231 propagation model for the development of LTE networks in blank spot areas in Leupung sub-district, Aceh Besar District, Aceh Province. To get accurate data, the acceptance test is carried out with drive tests and field surveys. The process of identifying and evaluating the topographic map of the LTE service area, the use of Open Signal and the GNET Track software are part of the stages in this study. The data obtained was then simulated using the COST 231 propagation model, to be analyzed and continued with planning the development of the LTE network. Evaluation is done by calculating path loss analysis and receiving power level. Evaluation and analysis results, eNodeB, which serves the Leupung sub-district area, is not able to provide optimal services due to the hills that hinder the service area. Based on calculations, to overcome the blank spot area, an additional four new eNodeBs are needed. With the addition of these eNodeBs to Leupung sub-district, the problem of blank spots can be overcome, and communicatiin services become better.
