In this context it becomes relevant the implementation model of integrated urban development understanding therefore, the integral character in terms of public policy areas involved, promoting not only regeneration of the physical space or the economic development, but also the welfare and the social integration of citizens who inhabit the territories over which it acts. This model also incorporates a series of proposals related to innovative initiatives management. At the same time, transformations in the Welfare State are reflected specially at the local level, both on the contents of policies and how implement them. This is known as Local Welfare Systems.
