Abstract

Authority is a special from of power because with new authority it is seen that a power is accepted and legitimized, thus in a government authority willl manifest and function as a givernment. Therefore authority is called institutipnalized power. This study aims to 1. Determine the authority of the Bagendang Permai Village Government in determining the Beneficiary Families of the Expected Family Program. 2. Knowing the Beneficiary Families of the Hopeful Family Program that do not meet the criteria are still receiving assistance. 3. Knowing the obstacles and solutions in the implementation of the Determination of Beneficiary Families of the Hopeful Family Program in Bagendang Permai Village. This research uses a socio-legal approach than can be done in a qualitative form. Methods of data collection using interviews, observation and documentation. The data analysis technique uses descriptive analysis of the data that has been collected by the author. The Research results 1. That the village government to determine the Beneficiaries of the Family Hope Program must coordinate with the assistants and the social service. 2. KPM PKH that do not meet the criteria are still receiving assistance this is due to the occurrence of asynchronous data between data in the centralized data center from the updated area. 3. The problems are that there is no updating of data, data synchronization, lack of socialization, lack of human resources, no incentives or rewards and threats.
