Comparison of the roughness-wavenumber spectrum of an underice sonar profile with that of an equivalent rough surface deduced from reverberation measurements shows levels of the latter to be excessively high. This, together with the apparent disparity between experiment and theory in the dependence of reverberation strength on grazing angle, indicates a need for improvement in the scattering model.
