Abstract

Occupational Safety and Health (OSH) is a vital element in organizational management, especially in high-risk job environments. Ineffective OSH management can compromise employee welfare and overall organizational performance. This study investigates the factor of employee participation in cultivating a safety culture within 22 TVET institutions across the country, involving 1,370 randomly selected employees. Using a quantitative research design supported by qualitative insights, data were collected through a structured questionnaire and analyzed using SPSS version 28.0. The findings highlight the importance of employee involvement in the formulation of safety-related policies, procedures, and instructions. A participative approach between management and employees is essential to enhance the safety culture and foster a secure work environment. As a proactive step, the study recommends the development of comprehensive OSH guidelines for TVET institutions to promote active employee participation and support the goal of zero-accident workplaces.
