Entrepreneurship stands out in Latin America in spite of the failures of its companies, due to weak innovation. From the educational system and state public policies, as one of the measures, entrepreneurial education is being promoted to achieve the degree of innovation. To this end, this paper aims to understand and interpret the meaning of entrepreneurial education given by the business incubator of a public university in Arequipa, Peru, and the development of entrepreneurial culture. Belonging to the interpretative paradigm from the qualitative approach using the hermeneutic phenomenological design in which 10 university teachers participated where the in-depth interview technique was applied. The information was processed with ATLAS.ti version 9 software, generating codes and categories according to the theoretical and empirical triangulation. Among the findings in the main categories we have: the entrepreneurial education of the teacher and the promotion of the entrepreneurial culture. In the acquired entrepreneurial education: the role of the teacher is that of mentor, pedagogue; in his training the motivation was for the content of the program, providing experiences to entrepreneurs; in the skills acquired from the entrepreneurial ecosystem, agile methodologies; in the teaching to be transmitted in the classroom with the students will be to present their product through a pitch, to analyze the viability of their product or service. And in the promotion of the entrepreneurial culture they propose: extracurricular activities such as entrepreneurship seedbed, spaces for discussion groups and assimilation in the classroom. Concluding that entrepreneurial education is being strengthened with teachers and fostering the entrepreneurial culture in the medium term and within the university classroom.
