Social inclusion vs social peace. Institutional logics in local policies concerning vulnerable intra-EU migrants

Abstract

To understand policy outcomes of local institutional action for the social inclusion of vulnerable intra-EU migrants, this article examines the hegemonic institutional logic that results from contextual conditions and underlying ideas of policy development. This qualitative research reconstructs responses to three neighbourhood conflicts involving EU citizens in the city of Halle (Saale), Germany. Findings indicate that local policies prioritise the re-establishment of social peace over the combating of poverty and racism, therefore preserving the vulnerable position of the intra-EU migrants. This analysis highlights the tension between normative inclusion goals and practical policy implementation.
