Abstract
The implementation of Minister of Health Regulation No. 19 of 2021 regarding Covid-19 vaccination encountered a number of problems. The realization of the vaccine to the target in the city of Padang is still far from the target of 726,000 people, but until October 2021 the coverage of the Covid-19 vaccination in the city of Padang is still 37%. This figure increased after pressure from the local government through the West Sumatra Vaccine Awareness program to reach 70% of the target. This study aims to analyze the implementation of the Covid-19 vaccination policy in the city of Padang. This study uses a descriptive qualitative method with in-depth interviews, observations, and document reviews regarding the Covid-19 vaccination policy. The results of the study showed that in general the people of Padang City were aware of policies related to Covid-19 vaccination from the information media and existing appeals. The community response was quite good even though many people were still afraid and complained about the side effects or impacts after the vaccine was administered, so that this became an obstacle in implementing the policy. An appropriate socialization strategy is needed in order to reach all target groups and provide an understanding that the City of Padang participates in enacting and succeeding the Minister of Health Regulation No. 19 of 2021
