ANALISIS RESIKO KEGAGALAN IMPLEMENTASI REDD+ DI PROVINSI RIAU

Abstract

REDD+mechanism facing high uncertainty, accordingly weneedthe risk analysis ofits implementation failure. The objective ofthis study is to know risk ofREDD+implementation failure at sub nationalProvince of Riau. This research applied risk analysis through Enterprise Risk Management combined to stakeholder anaysis. This research show that risk ofREDD+ implementation failure consisted offour levels : extreme, high, medium and low. Riau Province goverment necessary to prioritize risk management toward extreme level risk, i.e. : (a) the emergent new conflicts on payment distribution allocation, (b) REDD+ becomes the new object of corruption, (c) land tenure right is not secure, (d) difficulty to keep the leakage, and (e) unqualified data forMRV. Some actions are needed to manage the risks, namely : establishment trust fund institution, independent auditor, ascertainment ofspatial planning, protecting forest area, creating off- farm vocations, and integrating whole institutions ofactivity andclimatic data supplierat province level.
