Abstract

The decision to enlarge forest of Mount Halimun-Salak National Park based on Ministry of Forestry of Republic Indonesia Agreement No. 175/KPTS-II/2003 from 40,000 hectare to 113,357 hectare, caused an increase in problem between conservation and autonomy development on regional income (PAD), especially for Lebak District. To observe this problem, a research was carred out on on community characteristics, land management, use of forest resources, and community perception of areal potency, primarily of five kampong at Cibeber District, Lebak County. The results showed that mostl people in this district are working as farmer, labour and mining, while alternative activities are in trading and public transportation. Income per household per month from farming with size of paddy field ≥ 0.5 ha Rp 1.350.000,00 was less than mining Rp 1.500.000,00. The use of forest resources were sources of water, woody and fire wood. Community perception was prefered to gold mining, however community of Lebak sembada Kampoang, Citorek Kidul Village considered that the area of Block Cirotan Cimari should be returned to their function as conservation areas to maintain water resoures. The activities which could increase social economic of community are regreening at farming areas with clove plantation and conservation areas with Arenga pinnata and animal farming in cage system.
